My money is on an Uchiha. One of the eldest known Uchiha that this guy is parading around as. After all, Kabuto says something interesting.

It being his brother doesn't make much sense. There's no conceivable reason for why he'd have such an impact on Tobi. It also wouldn't be much of a plot revelation if we have no idea who it is, so it's likely someone that has been mentioned before. Whoever this person is, their revival is absurd, even when you consider Tobi's (extremely vast) knowledge. "You madman. How did you do this?!" This not only illustraits that this is a very dangerous person, it also begs the question: Why is Tobi surprised? What kind of person can not be resuscitated using Edo Tensei? Why would it be so incomprehensible? 3. Whoever this person is, the discovery of their identity would greatly impair Tobi's plan. "You cannot refuse me!" One option is that it's the Sage of Six Paths, which, given everything, isn't the most likely of options. Another is that it is Madara himself, and Tobi is Madara's brother.

Or... it could be something even worse than those options... it could be the Fourth Hokage, or maybe even the Fourth Mizukage. Everyone seemed to be fearful of that kid. So it very well could be him.
My money is that it's either Madara or the Mizukage.

But Tobi = Madara, so I don't understand how Kabuto could summon someone already alive. e.e

Madara has absolutely zero reason to fear him from what we currently know in the manga. There's also next to no reason why he'd be afraid of the Fourth Hokage. The Fourth himself already told Naruto that he was no match for Madara. The only way he'd be afraid of the Fourth would be if the Fourth knew a huge secret that Madara doesn't want anyone to know, and if that was the case, he would have told that to Naruto when he had the chance.

Wasn't it already stated that the Fourth Mizukage was under Akatsuki control? At the Kage summit? By the fifth Mizukage?

But didn't Kisame recognize Tobi/Madara as being the Fourth Mizukage? If that's the case Madara would not have any reason to worry about that. My first thought was it was the First Hokage, but after reasoning on it that wouldn't make sense since the First has been brought back before. I'm more akin to believing that Tobi is actually Madara's brother Izuna.
Since only one of Tobi's eyes have been shown, is it possible that to overcome their blindness, they each gave each other one of their eyes? Giving themselves each the eternal Mangekyou Sharingan. That would've been more logical thing to do then blinding one of their best ninjas.
My thought is it's either Madara, Izuna, or as Itachi said the Sage.

No proof he's actually Madara. >_< Kishi has been very ambiguous when it comes to the "Tobi=Madara" situation. He has distantly proven and disproven that he is/isn't. Such as in Chapter 460, when Kakashi and Yamato had doubled their effort and captured him he states: "There is no attack that will work on me, Uchiha Madara." To which Kakashi replies: "Just as I thought, you are Madara"(OM version says: "So you admit you're Madara?!") Can we really believe "some guy wearing a mask" can really say the name of arguably one of the strongest shinobi in the series in such a manner like that and be treated as such? (ie: If I said I was Brad Pitt on the web, and stated "You can ask me, Brad Pitt, anything." I wouldn't get very far with it.) However, when Tobi takes off his mask to Kisame, Kisame refers to him as "former Mizukage--I mean, Madara." In a way, it could mean nothing. Though, no one else was around when he referred to him as Madara, which means he didn't say it to put on a show for anyone watching. Although, it could be a joke, such as it could be seen in the next statement In the latest chapter, Kabuto smirks and says "Uchiha Madara, you truly are in a league of your own." to which Madara replies: "Wise guy...." then explains how he would re-evaluate his plan with Kabuto in mind. If Madara or anyone else who ties to Madara was in the casket/ Tobi's not Madara, the praise Kabuto gave him could be seen as Kabuto mocking Tobi. Back to the subject at hand, though. I'm somewhat neutral on both subjects: The "Madara-Tobi Conspiracy" and the "Who's in the Casket?". If I had to say someone, I'd probably say the Sage, from the fact of being the former bijuu of part of Tobi's main goal, and the "God of Shinobi". But, I thought about it being Hashirama, just because the reader has seen it does not mean Tobi would be unfazed by it. It just wouldn't be much of a surprise for readers. Hashirama was Madara's biggest rival, for Kabuto to have him on his "chessboard" would be an inconveniece for Tobi. (However, Kabuto "not telling a soul" about Hashirama isn't quite relevant)

With everything considered, it's quite possible that the person in the casket is an entity we've yet to see. Nothing seems to add up perfectly, which is usually a good indication that the answer is someone we've yet to meet.
